On-Site Project Engineer

Position: On-Site Engineer Work Location: 1980 Denison Ave, Manhattan, KS 66502 (on-site) Work Environment: USDA, Agricultural Research Service (ARS), National Bio-Agro Defense Facility (NBAF), a BSL-4 facility Position Description: ICMS is looking for one (1) On-Site Engineer to support the ARS NBAF Engineering Project Management Team (EPMG) and meet the Facility’s Service Contract, Construction Contract, and Operations Project Management goals to assist in the technical management support of several ongoing prior year awarded projects. The technical engineering support will provide full on-site project management support assistance for a variety of projects from initial concept planning, site walks, evaluations, assessments and inspections, development of full biddable engineering design and construction packages, operation & maintenance service/repair packages, ready for contract procurement and aid in technical administrative support of the projects through completion and closeout. In addition to the technical engineering support the Contract Engineer will assist with project management of internal service request and work order tasks. Periodic travel may be required. General Responsibilities: The On-Site Engineer is responsible for providing on-site services to assist with technical administration regarding Development of Engineering Scope Packages; In-person/web meetings; Design and Construction Phases & O&M Services/Operations; Professional Engineering Site Assessments. This includes: • Assist with tasks including but not limited to the development of biddable engineering scope packages for procurement, technical administration of any projects awarded in the current or prior fiscal years, and any newly awarded projects. • Assist with providing the engineering, operations & maintenance, and work order scope packages in accordance with NBAF’s project package work instruction (WI), no later than (NLT) USDA’s Procurement Administrative Lead Time cut-off dates. • Aid with technical administrative support during either the design or construction phase for assigned projects. • Aid with professional engineering assessments on the NBAF campus for any additional facilities repairs and/or replacements scope development. • Managing and developing facilities/site designs (electrical, mechanical, civil, and structural/architectural) for new construction and/or renovation projects or operations & maintenance projects to existing facilities/structures. • Performing technical site assessments and providing engineering recommendations for design/construction solutions. • Developing biddable Statements of Work (SOWs). • Developing Independent Government Estimates (IGE). • Providing technical support to contracting during the Bid phase. • Reviewing project submittals to meet applicable requirements, specifications, technical criteria/codes. Qualifications: • A degree from an ABET accredited engineering college. • A minimum of seven (7) years professional engineering project management experience working on design, construction, and operations & maintenance projects, related to Mechanical, Electrical, Plumbing, HVAC, Civil, Structural and Architectural disciplines. • Recent and relevant experience which provides the appropriate level of technical background for them to perform a variety of engineering functions for aforementioned repair and maintenance projects. Recent experience is defined as relevant work within the last two years. • Ability to communicate effectively and work independently. • Highly desired engineering experience includes work performed on agricultural research facilities and laboratories, such as BSL-4 experience. • Must be able to pass a government background check prior to starting work. Commercial HVAC Service Technician As a Commercial HVAC Service Technician, you will be responsible for Servicing, troubleshooting, and cleaning heating and cooling equipment and the related (i.e., forced air, hydronic, split systems, package units, make-up air and exhaust systems, controls). You will also be responsible for new installations, including pump alignment, VFD, chillers, boilers, AHUs, and other HVAC related equipment. Principal Duties and Accountabilities: • Build strong customer relationships with new and existing customers. • Work as liaison between engineers and owners’ representatives during commissioning efforts while protecting the Company’s interest. • Provides preventive maintenance on heating and cooling systems. • Troubleshoot units that are not working and replaces defective parts. • Repairs refrigeration, air conditioning, heating, control systems, and humidity and temperature control systems. • Troubleshoot and repair all electrical and mechanical components of HVAC equipment. • Provides startups and troubleshooting for a variety of commercial HVAC systems, meets with customers, evaluates their needs, and makes recommendations. • Troubleshooting, diagnosis, and repairing of commercial/ industrial air conditioning and multi-zone heating and cooling systems. • Performs related work as assigned. • Performs preventative maintenance, site surveys, replacement, and modifications as needed or requested by customers. • Prepares for on-site installation and repairs by examining building layout, anticipating difficulties, gathering materials, and coordinating on-site work, as necessary. • Maintains vehicles by keeping records of service manuals, scheduling, and completing repairs and maintenance services. • Documents work by completing paperwork on each job and maintaining files. • Assist in the new construction installation of HVAC equipment and piping. • Keeps all manufacturers’ products current in installation, operation, maintenance, service, and repair. • Apply local HVAC codes in a practical manner on each job. • Work with inspectors, suppliers, and co-worker technicians to ensure correct project work while abiding by all codes. • Provide excellent customer service. Education: • High school diploma/GED. Experience: • Willing to be registered through the local union. • 5 years’ service experience specific to Commercial and Industrial HVAC. • Experience with chillers and boilers is a plus • Valid Driver’s License. Knowledge, skills, and abilities: • Ability to read, understand, and work from blueprints, specifications, and schematics. • Strong knowledge of HVAC, troubleshooting, repair, and maintenance. • Knowledge of basic electricity and electrical and control systems. • Ability to work independently, demonstrate initiative in servicing customers and maintaining positive customer relations. • Successful completion of a UA Apprenticeship Program. • Chiller experience is helpful.
