As a Heating and Cooling Plant Supervisor, you will supervise a team of Operators, Mechanics, and Technicians to provide safe, reliable, and efficient operation and maintenance of heating and cooling systems for terminal buildings, hangars, and parking structures at Ronald Reagan Washington National Airport (DCA). Heating and Cooling Plant Supervisor Serves in the Airport Utilities Division of the Engineering and Maintenance Department at Ronald Reagan Washington National Airport (DCA). Plans, organizes, and directs safe, reliable, efficient operation and maintenance of the Central Heating and Cooling Plant and satellite plants for DCA on a 24-hour uninterrupted basis. Performs related functions. GENERAL RESPONSIBILITIES Oversees the operation, maintenance, and repair of a central computer-based control system, high temperature hot water generators, 1150 ton centrifugal chillers, a million gallon chilled water storage tank, cooling tower cells, and auxiliary equipment and controls. Oversees the operation, maintenance, and repair satellite systems, including local boilers, chillers, conversion equipment, and heat exchangers. Participates in testing, commissioning, and decommissioning of related heating and cooling facilities. Stays abreast of Federal, state and local regulations, as well as plans that affect heating and cooling system operations and maintenance. Monitors and maintains data required to satisfy regulatory standards. Establishes and implements preventive maintenance cycles and procedures. Schedules cleaning and repairs of airport pressure vessels to meet annual certifications. Develops emergency and contingency plans for resolving potential operational problems. Develops staff schedules for work, vacation, and training to ensure shift coverage of plant operations, work orders, and special projects. Ensures on-the-job training, cross-training, and developmental assignments for all staff. Ensures that staff maintains licenses and employees working with ozone-depleting refrigerants obtain required EPA certifications. Provides input to the Division Manager regarding annual budget needs. Reviews plans and specifications for airport improvement and construction projects related to utility systems and recommends necessary changes to proposed projects to ensure compatibility with heating and cooling systems. Evaluates systems and equipment operations; identifies potential cost savings for materials or services, and determines methods for implementation. Spot-checks daily operations and maintenance activities by reviewing readings on equipment and fuel usage, monitoring energy management systems, and observing operating equipment. Interviews and recommends candidates; approves leave requests and evaluates performance; and counsels employees and initiates disciplinary actions. Assists with special requirements and unusual problems. Recommends promotions; provides on-the-job training; identifies long-range training needs and justifies the selection of specific courses. Maintains time and attendance reports, preventive maintenance records, contractor usage and status reports, and monthly expenditures for materials and services. May substitute for the Airport Utilities Division Manager in his/her absence. Performs other duties as assigned. QUALIFICATIONS Six years of progressively responsible experience operating, monitoring, testing, maintaining, troubleshooting and repairing central plant heating and cooling systems using high temperature hot water generators (or similar equipment), industrial chillers, and chilled water storage OR A License as a Journey Level HVAC Mechanic. Two years of specialized experience in operating, monitoring, testing, maintaining, troubleshooting and repairing a range of high capacity central plant HVAC equipment and systems. Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team. Knowledge of pressure vessel codes and related high-pressure systems and ability to apply it to ensure the safe and efficient operation of the Central Plant, conduct safety inspections and training, and assure the annual certification of the airport's pressure vessels. Knowledge of and ability to apply the theories and principles of heating, air-conditioning and refrigeration to evaluate plant operations, determine the need for new or rebuilt equipment, and support distribution systems. Knowledge of the principles and operating characteristics of central plant heating and air conditioning systems to perform master-level work and ability to recognize operating deviations and make necessary corrections. Knowledge of and ability to use semi-automated computer-based instrumentation and distributed control systems (DCS) for heating/cooling systems to verify normal operating performance, adjust controls, and identify and isolate operational problems. Knowledge of energy conservation concepts and practices for central heating and cooling systems and ability to apply it to maintenance and efficient use of such systems. Ability to analyze data and information (diagrams, and schematics) to perform work. Knowledge of the safety rules, regulations, and procedures needed to supervise others in working safely. Ability to speak and write effectively. Skill in using a computer and computerized work order and time and attendance systems. PREFERRED QUALIFICATIONS Licensure as a Master HVAC Mechanic in the Commonwealth of Virginia. EDUCATION A high school diploma or a Certificate of General Educational Development (GED). CERTIFICATIONS AND LICENSES REQUIRED A state driver’s license in good standing. Certification (universal Section 608) to service HVAC/Refrigeration Equipment from the Environmental Protection Agency (EPA) within 90 days from the date of hire, promotion, or placement in the job. NECESSARY SPECIAL FACTORS Must maintain licensure and certification. Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. Operates vehicle landside and airside (requires AOA permit). Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal. May bend, stoop, crouch, and work in cramped positions; carries/moves objects weighing up to 50 pounds. Is exposed to some adverse weather conditions and dust, grease, dirt, loud noise, high temperatures, possible burns, falls, or injuries.
