FACILITY MAINTENANCE MECHANICAL FOREMAN

POSITION SUMMARY Under general supervision, performs daily work assignments for the Facility Maintenance Division of the Public Works Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority. RECRUITMENT QUALIFICATIONS Required: • High School Diploma or GED equivalent; • Valid Journeyman Refrigeration License* (JR) or Journeyman Plumber License* (JP) issued by the New Mexico Regulation and Licensing Department (NMRLD); • Valid EPA Section 608 Type II certification (refrigerant); • Three (3) years of experience maintaining commercial or municipal facilities; • One (1) year of supervisory experience; • Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo; • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. • A valid General Building Contractor License (GB-98) issued by the NMRLD is a desired substitute for the JR or JP license. Required within six (6) months: • OSHA-compliant Forklift certification; and • OSHA-compliant Mobile Elevated Work Platform certification. Required within one (1) year: Valid Certified Pool Operator (CPO) certification. Required upon the first available training opportunity: Valid Traffic Control Supervisor (TCS) certification. Desired: • Experience in public swimming pool maintenance and current CPO. • Valid Facility Locksmith Certification issued by the National Locksmith Institute or a similarly accredited agency. • New Mexico Class A Commercial Driver's License with a driving record acceptable to the City of Alamogordo. PRIMARY DUTIES AND RESPONSIBILITIES Essential Duties • Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures, safety guidelines, schedules, and State and Federal Requirements; • Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees; • Initiates and administers corrective action, as necessary, according to the Employee Manual; • Mentors employees to their full potential and ensures appropriate training is given to meet the standards of the position held; • Assists with the development and maintenance of the departmental budget; • Ensures self and employees attend training necessary to meet City required safety training hours, State and Federal regulations, and continued education requirements to maintain certifications and licenses required of positions; • Maintains current knowledge of safety-related regulations and new technology and methods; conducts weekly safety meetings and maintains a record of the meeting subjects and those in attendance as outlined in the City of Alamogordo Safety Manual; • Acts as a working supervisor, dedicating time, technical skill, and advanced knowledge to projects based on their complexity or urgency; • Provides training to subordinate staff to develop their skills and knowledge and prepare them to perform complex and urgent tasks without assistance in the future; • With proper training and/or licensing, uses various powered and non-powered equipment to complete the daily activities of Facility Maintenance; • Responsible for the coordination, direction, and support of department activities, including but not limited to planning and monitoring the annual budget, writing and maintaining Standard Operating Procedures (SOPs), and maintaining Safety Data Sheets (SDSs); • With proper certification, responsible for proper traffic control compliance using the Manual of Uniform Traffic Control Devices (M.U.T.C.D.) standards to ensure employee safety with equal considerations for public safety and convenience; • Ensures the availability of and assists the Facility Maintenance Manager in the acquisition and availability of adequate and properly working tools, materials, and equipment and ensures that they are properly maintained; complies with any scheduled maintenance requirements; • Performs preventative maintenance, troubleshooting, and repairs on heating, ventilation, air conditioning, and refrigeration equipment, including work on compressors, pneumatic valves and controls, chilled and hot water systems, cooling towers, boilers, water coolers, package units, split systems, air handlers, fan coil units, pumps, walk-in coolers and freezers, and exhaust and smoke purge fans; • Responsible for maintaining, assigning, and checking in and out keys for a commercial key system and various other keys to City of Alamogordo buildings; • Troubleshoots and repairs electrical and manual door locks and mechanisms; • Diagnoses problems and performs, repairs, and/or oversees repairs of plumbing fixtures, including commodes, sinks, showers, urinals, valves, piping, and supply and drainage systems; • Performs carpentry and construction work during building remodeling and repair, including but not limited to framing, installing sheetrock and paneling, and replacing doors and windows; • Performs miscellaneous building repairs including but not limited to carpet and tile repairs, concrete work, and roof patching, as needed; • Repairs furniture, carts, kitchen hardware, and cleaning equipment; • Supervises and/or directs the proper repair and maintenance of the City's pool filtration systems, pumps, motors, ozone, chlorinating, and brominating systems, and associated equipment; • Supervises and/or directs the proper use of pool chemicals, reading controllers, maintenance of log readings, backwashing of pool filters, removal and replacement of pump strainer basket; • Oversees and/or directs the maintenance of the pool deck area drains, ladders, diving boards, water slides, and associated equipment; • Orders parts and supplies needed to complete repairs; • Maintains a clean work area and may perform general custodial duties; • With proper certifications, operates a forklift and various mobile elevated work platforms, including but not limited to aerial lifts, boom lifts, and/or scissor lifts; • Safely operates a motor vehicle; • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance; • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management-related costs; • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills; • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority. OTHER IMPORTANT DUTIES • Must obtain and maintain required license(s) and/or certification(s); • Occasional non-traditional work hours will be necessary outside normal business hours, including evenings, weekends, and holidays for emergencies or stand-by duties; • May be called upon to act as Facility Maintenance Manager during absences; • May be asked to support other departments with personnel, equipment, or training as part of the City "team" effort; • Maintains the confidentiality of information obtained during the performance of duties; and • Performs such other duties as may be assigned.
