Utility Engineer

Description Normal Work Schedule: Monday – Friday 8:00 am to 4:30 pm. Additional hours, including weekends and holidays may be required. POSITION SUMMARY: A professional position responsible for Utilities Engineering and providing technical engineering services for City utilities construction and improvement projects. Example Of Duties Essential FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity. • Planning and Design of utility capital projects. • Leads planning studies as required for water and wastewater utility operations and regulatory compliance. • Assists in supervising projects in construction phase and serves as liaison between developers, engineers and contractors. • Assists in the preparation of bid documents. • Prepares and coordinates permit applications for submittal to various State and Federal agencies. • Attends public hearings and meetings. • Reviews construction plans submitted by Developer’s Engineer for Utility Plan Approval. • Updates Geographical Information system (GIS) for the Utility Department. KNOWLEDGE / SKILLS / ABILITIES: • Knowledge of city and department policies and procedures. • Knowledge of the principles and theories of civil engineering, including hydrology, hydraulics, water and wastewater municipal utility design and operations. • Knowledge of geographic information system principles and practices. • Knowledge of water and wastewater utility design standards. • Knowledge of land development regulations. • Knowledge of applicable laws and regulations of water and wastewater utility design and operations. • Knowledge of local codes and ordinances. • Knowledge of the principles and theories of land surveying. • Knowledge of accounting and budgeting practices. • Knowledge of methods and techniques used in the construction cost estimation of public works projects. • Skill in administering contracts for public works projects. • Skill in planning, organizing, and prioritizing work. • Skill in performing mathematical computations and applying standard engineering techniques in the design and construction of public works projects. • Ability to organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost effective solutions. • Ability to keep abreast of changes in scientific knowledge and engineering technology and utilize such changes in solution of theoretical or practical civil engineering problems. • Ability to communicate orally in the English language with customers, co-workers, contractors and the public in face-to-face one-on-one settings, or using a telephone. • Ability to review or check the work products of others to ensure conformance to design and construction schedules. • Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar. • Ability to use a personal computer, engineering applications, and data management software in performing duties. EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS: • Bachelors Degree in Engineering required. • Three (3) years of experience designing and managing projects, municipal public works projects preferred. • Registered Professional Engineer in the State of Florida or able to obtain within six months of employment. Yulista Contract Services LLC Regular PRIMARY FUNCTION: The QMED 2 is responsible for the efficient operation of the Engine Room of the vessel. Essential Functions • Works directly under the supervision of the licensed watch engineer or the First Assistant Engineer if is a day worker. • Responsible for making rounds of the engine room and outside spaces while on duty recording all plant temperatures, pressures, fuel meters, water meters, and revolution counters as designated by the engine room log book. • Duties will include standing watch on the main propulsion plant, monitoring operating equipment, and making rounds at a frequency designated by the ship’s standing orders. • Will stand watches designated by the Chief Engineer. • Reports all abnormal conditions directly to the engineer on watch. The Unlicensed Junior Engineer will take tank soundings, test water, and operate evaporators to fill various water tanks as required. • Takes readings on evaporators; fill out evaporator logs, and acid clean evaporators when needed. • Stands by main throttle while maneuvering and assist the watch engineer with answering bells from the bridge. In addition, will perform maintenance and repairs as directed by the watch engineer. • Performs various maintenance and repair work as directed by the First Assistant Engineer or designate. • Assists in the taking-on and off-loading of fresh water, lube oil, fuel oil, and connecting and disconnecting all shore services. • Knows the locations of all firefighting, damage control and rescue equipment in the engineering spaces. • Possesses knowledge of the locations and how to operate all emergency remote shut down devices. • Will have a thorough knowledge of all casualty control procedures, main space fire doctrine, and rescue procedures. • Possesses knowledge of all environmental protection and pollution laws. • Possesses a thorough knowledge in the operation of all pollution abatement equipment. During underway replenishment operations the QMED will perform all duties as assigned. • The QMED 2 may be required to perform other related duties to meet the ongoing needs of the organization and vessel Supervisory Responsibilities This job has no supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks. KNOWLEDGE, SKILLS, & ABILITIES: • Beginner computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred • Ability to understand and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. • Ability to generate routine reports and correspondence • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff.
