Mahaska County Solid Waste Management Commission Job Description Job Title: Solid Waste Equipment Operator Reports To: Landfill Manager Pay Range: $24.50 FLSA: Hourly Job Location: Mahaska County Sanitary Landfill, 2979 US Hwy 63, Oskaloosa, IA 52577 Last revision: September 2022 Prepared by: Landfill Manager General Summary Under general supervision, the Solid Waste Equipment Operator assists commercial and general public customers to ensure safe and efficient tipping of solid waste. The Solid Waste Equipment Operator is also responsible for operating the full range of medium and heavy equipment including dozers, scrapers, loaders, graders, haul trucks, excavators, and compactors utilized in the solid waste landfill operation to move, compact and cover solid waste and maintain a clean and orderly site at the Commissions landfill. Essential Duties and Responsibilities Duties and responsibilities are not to be construed as exclusive or all-inclusive. Other duties may be assigned as required. 1. Operates equipment including dozers, scrapers, loaders, graders and compactors to move and compact solid waste, perform site excavations, trenching, rip and haul cover materials, establish roads, grades and drainage, dust, and erosion control and other construction activities. 2. Inspects and performs routine servicing of assigned equipment including lubrication, fueling, belt, brakes etc. Maintains service and operation records, cleans equipment as needed. 3. Performs pre- and post-trip inspections, reports need for equipment servicing, and repair, explains equipment performance and mechanical issues to supervisor and or mechanics. 4. Follows survey stakes, drawings, GPS grades or other instructions for construction of various landfill projects. 5. Complies with safety regulations and practices and contributes to safety inspections and investigations. Promotes a culture of safety. 6. Monitors solid waste while moving, compacting or covering trash to identify and report any hazardous or banned materials. 7. Performs labor work in the maintenance and construction of the site as needed. 8. Directs customers in the safe and orderly unloading of solid waste. 9. Deploys litter control fencing in anticipation of wind events reducing windblown litter to the minimum possible. 10. Performs other related duties as assigned. Skills Operate all equipment utilized in landfill operation with minimal supervision in compliance with operating procedures and practices. Mechanic service experience. Read grade stakes. Understand and follow verbal and written instructions. Read and comprehend written equipment operation and safety materials. Troubleshoot, service and maintain equipment. Keep service and usage records. Detect and explain equipment performance difficulties. Follow safe work practices. Observe activities performed around equipment in use. Communicate effectively both orally and in writing. Project consequences of decisions. Education and Experience Must possess a high school diploma or equivalent. Two years of increasingly responsible experience in the operation of medium and heavy equipment including the use of scraper, compactor, motor grader, dozer, loader, and similar equipment. Must obtain a Landfill Operators Certification that meets Iowa DNR requirements within 12 months of employment. Must possess and maintain a valid driver’s license, CDL is preferred.
