General Position Summary Perform a variety of technical mapping tasks using robust GIS software. Prepare and maintain a complete and accurate set of maps for Cowlitz County Department of Public Works using GIS and/or other mapping software for integration into the department’s comprehensive GIS base-mapping. Maintain and update the department’s legacy infrastructure mapping/reporting system (in various hardcopy and digital formats) and upload/integrate it into the County Road Administration Board’s required digital platform (GISMO). Review as-built and construction drawings and other information to create and/or update utility and improvement mapping. Collaborate with staff and other departments and provide information to the public regarding county rights-of-way, county properties, and county infrastructure. This position will have a workstation in Public Works. First review of applicants will be on September 30th, 2025. Essential Duties and Responsibilities • Perform technical work to build and revise maps essential to the work of the Department of Public Works; work with the County Road Administration Board (CRAB) to accurately build and maintain the department’s comprehensive road right of way and infrastructure GIS map(s) using ESRI GIS, VUEWorks, and GISMO. • Build and maintain ESRI mapping applications for use with field staffs’ cell phones and tablets. Facilitate uploading this data into various department GIS basemaps. • Maintain cartographic and tabular databases (offline and online) using a variety of GIS and database software. • Correspond with the Assessor’s Office, GIS Department, CRAB and other agencies, surveyors, title companies, attorneys, other county offices and the public to resolve discrepancies in documentation/information related to county property and infrastructure mapping. • Perform and/or work with other staff on field investigations of county property descriptions, county rights-of-way, and county infrastructure improvements as needed. • Assist with front counter customer service. • Attend and participate in staff meetings, skill improvement and training programs, conferences and seminars. Present recommendations to improve department efficiency. • Perform other duties and projects as assigned. Minimum Qualifications • Associate degree in civil engineering, geography, computer science, geomatics or related field, and two year’s work experience directly related to GIS; OR, a combination of education and experience that provides the knowledge, skills, and abilities to satisfactorily perform the duties of this job as determined by the employer. • Knowledge of fundamental mathematics, algebra and trigonometry, as applied to basic GIS practice. • Working knowledge and experience in computer use and applications, including ESRI’s ArcPro and ArcMap software suites. • Working knowledge of government records, legal descriptions, deeds, and databases applicable to GIS functions. • Ability to read and interpret maps, project specifications, and technical drawings. • Possess and maintain a valid driver’s license. Required Skills and Abilities • Possess excellent interpersonal communication and customer service skills to courteously deal with the public and others requiring services, including the ability to handle disgruntled customers. Develop and maintain effective working relations with staff, other departments, surveyors, and local and state agencies. • Work well independently as well as in a cooperative and teamwork environment.
