As a Traffic Engineer, you will have the opportunity to work with an industry leading team responsible for providing a safe, efficient, and reliable transportation system for all users in beautiful Northern New York State. Engineer Trainees and Assistant Engineers will assist the Regional Traffic Engineer in the delivery of the Traffic Safety & Mobility (TS&M) program and participate in TS&M initiatives. Under the supervision of a Professional Engineer, you will work on projects and studies, including, but not limited to: review detailed design plans and contract documents for regional capital projects and highway work permit applications; conduct Highway Safety Investigations and crash analyses; coordinate with and represent the Department with the public, local governments, utilities, interdepartmental functional units and outside agencies; and conduct studies for speed limits, traffic control and warning signs, pavement markings, and traffic signals. Project Engineer

Location: The successful candidate will reside and work in Upstate New York, within one of the following counties: Jefferson, Lewis or St. Lawrence. Job Summary: The Project Engineer will be responsible for developing, overseeing, and administering construction projects within the Authority and for municipal Authority customers. Other duties will include aiding other Engineering Division staff on projects including GIS, SCADA, asset management, rate assessments, capital planning and environmental and safety program management. Duties/Responsibilities: • Prepare engineering analysis of projects to include preliminary design, life cycle cost and Equipment selection. • Conduct surveys to gather field data. • Prepare and interpret blueprints, schematic drawings, layouts, and other visual aids. • Prepare technical construction specifications, engineering reports, standard operating procedures, and other technical documents. • Perform engineering duties for buildings, water supply, sewage systems, landfill facilities, environmental systems, and other Authority or municipally owned infrastructure. • Manage construction projects, project budgets and schedules. • Review and critique proposed changes to engineering standards, policies, or details. • Review development plans for compliance with adopted engineering standards and good engineering practices. • Meet with the general public and/or developers, landowners, and interest groups concerning building projects, engineering regulations, standards, and policies. • Present technical presentations to elected officials, appointed boards and commissions, general public, and Authority staff. • Function as inspector on engineering projects. • Conduct safety briefings with contractors. • Assistance with GIS and SCADA systems. • Perform related duties to support the overall operations and objective of the Authority. Qualifications (Knowledge, Skills and Abilities): • Proficient with all Microsoft Office products, computer servers, and general office equipment as well as database management. • Knowledge of applicable federal, state, and local building codes, environmental and safety regulations. • Knowledge of construction means and methods. • Knowledge of water and wastewater equipment and system design. • Knowledge of CAD, GIS, GPS, and SCADA. • Skills with computers required. • Skills in technical writing and verbal communication. • Ability to manage, adjust and prioritize varied workload based on such factors as work objectives, schedule, and customer needs. • Ability to make sound judgements based on analysis and data. • Ability to work with a variety of internal and external customers in a team environment. • Ability to work independently with minimum supervision. Education: • Bachelor’s Degree in Civil Engineering, Mechanical Engineering, Environmental Engineering, or related field. • Master’s Degree or higher in Environmental Engineering, Environmental Science or Business Administration preferred. Professional Certification/Licenses: • None required. Experience: • Three years of experience in engineering required. • An equivalent combination of education, training and experience may be acceptable. Pre-employment Physical Exam and Drug Test Required: Yes Annual Physical Exam Required: No Minimum Driver’s License: Class D NYS regular operator. Travel Requirements: Frequent day travel in service area; some overnight travel. Typical Work Schedule: Regularly works Monday through Friday during normal business hours and requires willingness to work a flexible schedule when needed.
