Mechanical Engineer, Wood River Refinery

Phillips 66 & You - Together we can fuel the future What to Expect As the Area Mechanical Engineer you will be responsible for overall mechanical engineering support for safe and reliable operation and maintenance of the refinery. Your duties will include overall maintenance and reliability engineering for an area in the refinery with a primary focus on fixed equipment. What You’ll Do: • Provide engineering support to the turnaround group by managing small projects in the assigned zone and maintaining/ordering critical spares or engineering components. • Take appropriate action to expedite fixed equipment and piping repairs and implement contingency plans if required. • Support technical troubleshooting efforts, aiding in the quick and accurate identification, analysis, and resolution of technical issues with equipment. • Provide technical guidance to ensure fixed equipment maintenance is executed in an effective, timely, and cost-efficient manner. • Provide detailed engineering support to maintenance so that all work is performed per Corporate REPs, WRR programs and policies, applicable codes, and sound engineering judgement. (relief valve sizing, piping and pressure vessel alterations, bundle replacements, valve replacements, etc.) • Manage and document RCFA’s on all identified critical failures and assist the refinery in identification and development of tactics to ensure repeat failures do not occur. • Support the planning and area inspector in assessing issues and ensure that adequate data is collected for the development of recommendations and equipment replacement plans. • Create detailed repair procedures as well as review inspectors’ repair procedures for accuracy and compliance per ASME, API 570, API 510, API 653, and relevant P66 engineering and required standards. • Identify top reliability issues within the area of responsibility and develop detailed plans to address those issues. • Research and suggest technical developments to improve the equipment and processes. • Execute the MOC process and Safety Operability Engineering Reviews (SOER’s) for changes initiated due to mechanical integrity as well as making sure that the department is represented in reviews initiated by other disciplines. • Assist the corrosion engineer and inspector with annual corrosion reviews and participate in the implementation and ever-greening process of Risk Based Inspection (RBI). • Perform Level 1 and Level 2 fitness for service evaluations per API 579. • Demonstrate personal commitment to health, safety & environmental compliance with Wood River standards. • Knows the most effective and efficient processes to get things done, with a focus on continuous improvement. For example, uses metrics and benchmarks to monitor accuracy and quality. Takes steps to make methods productive and efficient. Promptly and effectively addresses process breakdowns. • Develop own capabilities by participating in assessment and development planning activities as well as formal and informal training and coaching; gain or maintain external professional accreditation, where relevant, to improve performance and fulfill personal potential. Maintain an understanding of relevant technology, external regulation, and industry best practices through ongoing education, attending conferences, and reading specialist media. What You’ll Bring (Required Qualifications): • Legally authorized to work in the job posting country. • Bachelor’s Degree or higher in Engineering. • Currently hold a valid driver’s license. • 3 or more years of experience working as a Mechanical or Maintenance Engineer. • Willing to travel (<10% expected) for training, networking, or support for other P66 locations. • Proficiency with MS Outlook Suite (Outlook Email, Word, and Excel programs) • Must be willing and able to obtain or currently hold a valid Transportation Workers Identification Credential (TWIC). • Must be willing and able to perform/comply with the following: • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven) What Makes You Stand Out (Preferred Qualifications): • Bachelor’s degree in Mechanical Engineering • 5 or more years of experience in refining, petrochemical or related industry. • 5 or more years of experience working as a Mechanical or Maintenance Engineer. • Proficient with SAP, Equity Engineering Plant Manager ™, PCMS, API-RBI software. • Knowledgeable and conversant in requirements of ASME B31.3, ASME Boiler and Pressure Vessel Code Sections I, V, VIII Div. 1 & 2, and IX, and API Inspection Codes 510, 570, and 653. • Knowledgeable and conversant in damage mechanisms that affect refinery equipment (API 571). • Knowledgeable and conversant in Fitness for Service (API 579). The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
