Assist public, provide support to departments, and other departments by interacting with and communicating technical and regulatory information to City residents and with departments. Work is performed under the general supervision of the City Engineer. Essential Duties and Responsibilities: Oversees the administrative and technical aspects of the planning, design, permitting, bidding, construction, operation, maintenance, and repair of the utility system, City infrastructure, and major capital projects within City limits. Reviews all new subdivisions and site plans. Reviews D.E.P. water, sewer, and reclaimed water permits. Administers approval by the City, oversees testing requirements, and reviews and approves the final permit certifications and acceptances by the City. Knowledge of principles and practices of civil engineering as applied to municipal government, including civil site plan review, traffic engineering, and design work. Knowledge of stormwater management, and be familiar with those current rules governing. Water quality treatment; experience in Flood Plain management, including certifications as a certified Floodplain manager is highly encouraged. Must have transportation experience, and a familiarity with the FHWA MUTCD. Ability to manage municipal capital projects, including design, bid, and closeout phases. Coordinate the planning, application, acceptance and monitoring of grant funding programs. Directs the designs of special projects. Provides oversight on all right-of-way excavation permits issued and utility locates provided by the City. Provides technical assistance and coordinates engineering division work with other City departments and divisions. Develops operational work plans with goals and objectives for each functional area of responsibility. Conducts field inspections as necessary. Evaluates divisional activities through review of work plans, conferences, and on-site inspections. Prepares and monitors annual division budget. Represents the City and/or the department by preparing and presenting information to City boards/committees, and citizen groups. Provides technical and policy information and assistance to staff members, other City agencies, the City Commission, City boards/committees and citizens. Will serve as staff liaison for citizen advisory boards.
