Location: Main Office FLSA Status: Exempt Classification: Full-time Safety Sensitive: No GENERAL DESCRIPTION: Under general supervision from the Deputy Chief Reservoir Maintenance/Infrastructure, performs a variety of engineering functions to support planning, design, construction, and maintenance of MWCD reservoirs as described in the Amendment to the Official Plan relating to shoreline stabilization, dredging, sediment control, and other related programs and functions. Performs engineering functions to support operation of MWCD water and wastewater utilities or other facilities and subdistricts as needed. Performs project management tasks for both externally and internally designed projects. JOB DESCRIPTION AND WORKER CHARACTERISTICS: JOB DUTIES in order of importance ESSENTIAL FUNCTIONS OF THE POSITION: 60% (1) Plans, designs, and performs project management duties for reservoir maintenance projects as described in the Amendment to the Official Plan. Prepares and reviews plans, specifications, contract documents, reports, quantity/cost estimates, field investigations, permit applications, environmental studies, and all tasks necessary to prepare projects for construction. Manages engineering consultants and other professional services firms as needed including scoping, contract management, project scheduling, cost estimating and design review. Coordinates work with other MWCD departments. 20% (2) Performs planning, design, and other engineering functions to support operation of MWCD water and wastewater utilities and related projects, as well as campground improvements, park facility improvements, and projects for other facilities and subdistricts as needed. Coordinates approval and implementation of projects with other federal, state, and local agencies. Coordinates design intention during construction, attends construction progress meetings, reviews progress and makes periodic site visits during construction, as needed. 10% (3) May act as project manager for assigned externally designed projects. Assists with development of scope of work and consultant contracts, oversees consultant work in accordance with contracts, reviews reports, plans, specifications and cost estimates, ensuring projects are on time and within budget. Attends meetings with government agency personnel, land owners, utilities, and other divisions to coordinate and inform about projects. Communicates project details with appropriate stakeholders. May assist with the Maintenance Assessment Credits Program. 5% (4) Performs engineering functions to support operation of MWCD water and wastewater utilities, or other facilities as needed. Maintains required licensures and certification, if any. Meets all job safety requirements and all applicable safety standards that pertain to essential functions. Demonstrates regular and predictable attendance. OTHER DUTIES AND RESPONSIBILITIES: 5% (5) Performs other related duties as assigned. Attends and participates in meetings, seminars, training sessions, and conferences to improve technical knowledge; reviews literature on pertinent technical matters. MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment) Knowledge of: Agency policies and procedures; slope stability and analysis; water and wastewater systems; field investigation techniques and methods; state and federal engineering laws. Skilled in: Written and oral communication; computer operation; use of AutoCAD. Ability to: Effectively communicate; determine slope stabilization methods; research, develop and implement new techniques and common practices regarding shoreline protection; problem solve; manage and guide the preparation of construction drawings and/or contract documents; observe construction progress; interpret technical materials; review, prepare and edit specifications, construction plans and related engineering documents; prepare technical related reports. QUALIFICATIONS: Possession of a Bachelors Degree in Civil Engineering or related field and four (4) or more years of related experience; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities to perform the essential functions of this position. LICENSURE OR CERTIFICATION REQUIREMENTS: Must possess a drivers license valid in the State of Ohio and must be insurable by MWCD fleet insurance.
