Outside Plant Quality Control Inspector

PRIMARY PURPOSE Beacon Broadband (BBI) is constructing a Fiber-to-the-Home (FTTH) network and seeks an Outside Plant (OSP) Quality Control (QC) Inspector to ensure the quality, compliance, and safety of outside plant infrastructure, relating to the FTTH deployment, construction, and design validation. The OSP QC Inspector is responsible for verifying that construction and installation meet industry standards, engineering specifications, and regulatory requirements. This role will also oversee the construction of the drop and the fiber cable connecting the terminal (TAP) to the home or business. This position will work closely with the safety team, ensuring that employees and vendors are performing work in a safe manner according to the safety policies set by OSHA and BBI. The Telecom OSP QC Inspector is responsible for the compliance of outside plant telecommunications infrastructure. This role involves inspecting aerial and underground fiber optic infrastructure installations to verify adherence to engineering designs, industry standards (NEC, NESC, TIA/EIA), and regulatory requirements. The inspector conducts field audits, documents findings, and reports deficiencies while ensuring that construction meets BBI’s standards. The ideal candidate has experience in telecom OSP construction, fiber splicing, and network testing, with strong attention to detail and a commitment to quality assurance. · Quality Control Inspections · Conduct field inspections to ensure BBI’s construction meets project specifications and industry standards. · Verify proper installation of aerial and underground fiber optic cables, conduits, handholes, vaults, and pole attachments, according to NESC telecom standards. · Ensure compliance with permitting requirements and local regulations. · Identify defects, installation issues, and non-compliance, providing corrective action recommendations. · Documentation & Reporting · Prepare detailed inspection reports with photos, measurements, and identified deficiencies. · Maintain accurate records of all QC inspections and corrective actions taken. · Communicate findings and provide recommendations to project managers and contractors. · Final Project Sign-Off · Conduct final inspections to confirm all work meets quality, performance, and safety standards. · Approve completed installations and provide documentation for project closeout. · Ensure restoration of construction sites to original conditions. Safety & Loss Control Administrator

Primary Purpose The Safety and Loss Control Administrator is responsible for assisting the Management Team in implementing, maintaining and promoting a safe work environment while making recommendations to management as needed for process improvements. Responsible for providing the training needed to CCEC personnel within the scope of his/her training and certification in a safe and efficient manner within accepted operations standards; is responsible for maintaining all safety records and reports, to meet regulatory requirements. Plans, develops, and conducts safety, health, accident, and loss prevention programs, for all personnel. Oversees and provides administrative support to the Safety Committee. 2. Ensure vehicles are equipped with insurance cards, accident forms, licensing requirements and reporting documentation. 7. Maintains all safety supplies in offices and warehouses, inspecting yearly for placement and replacing out of date or used supplies; not limited to vehicle inspections, first aid and survival supplies, fire extinguishers, safety lighting, FR clothing gear, climbing equipment, and PPE. 8. Coordinates all Electric Safety Programs for the general public, first responders and schools, and serves as the contact for OSHA, and all other agencies pertaining to safety. 9. Reviews Safety Manuals, Emergency Response Plans, Mayday procedures, Standard Operating Procedures and all other safety plans to ensure they are current and in compliance with applicable laws. Ensure that plans are updated as necessary, disseminated to employees and employees are educated on the information. 10. Prepares and maintains reports and records for statistical measurements, management reports and the monthly status report for the board; ensuring that reporting conforms to state and federal requirements and safety industry standards. 11. Prepares OSHA 300 form; maintains all other safety records required by regulatory agencies. 12. Coordinates and administers Apprentice/Journeyman Lineman Program ensuring compliance with JATC, Bureau of Labor and Industries and other agencies. Review monthly logs and requirements per step. Maintains records of Apprentice Lineman training and advancement 13. Evaluates the need and effectiveness of approved protective equipment. Recommends purchase of appropriate equipment and ensures personnel are trained on proper use. 14. Develops and administers appropriate industrial hygiene programs. Administers hearing-loss prevention programs and maintains contact with medical and industrial hygiene community to stay abreast of industry practices and problem resolution. 15. Maintains communications with counterparts in other companies, attend meetings, participate in activities. Keep in close working relationship with other utilities, state and federal regulatory agencies. 16. Assist with development and administration of disaster and contingency plans 17. Processes federated liability damage claims; insured and non-insured. Reviews annual policy and premiums. 18. Process Highway taxes quarterly and annually, ensuring deadlines are met. 19. Administer CCEC RESAP program. 20. Communicate in a professional, respectful and courteous manner with all employees, the Board of Directors, customers and others with whom we may work.
