Salary : $64,830.22 - $82,992.00 AnnuallyLocation : Riverton, WYJob Type: Full-timeJob Number: 201800211Department: Public Works DepartmentOpening Date: 05/23/2025Closing Date: 6/21/2025 11:59 PM Mountain Description SUMMARY: Perform administrative, supervisory, and technical work in directing the Utilities Division of the Public Works Department; including maintenance and operation of the Water Treatment Plant, Wastewater Treatment Plant, water distribution and sewer collection systems, plan review, and capital project design and administration. This position is salaried and is considered exempt under FLSA. Essential Duties & Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Manage the division responsible for capital infrastructure improvement construction projects, the operation of the Water Treatment Plant and well field, operation of the Wastewater Treatment plant, and operation and maintenance of the collection and distribution systems. Responsible for DEQ and EPA regulatory compliance associated with city water and wastewater systems. Responsible for the development and approval of all utility system upgrades. Oversee planning, scheduling, organizing, design development, project construction review, and construction management of capital improvement projects, annual maintenance projects, and other applicable work and projects and ensures timely completion thereof. Ensure the coordination and prioritization of all existing and pending construction projects. Attend meetings as required, advise and provide timely assistance to the Public Works Director, committees, boards, and City Council concerning technical and engineering-related matters and concerns. Assist the Public Works Director with the preparation, submittal, administration, and perpetual review and analysis of the capital improvement plan related to the Public Works Department, as well as research, analyze, and develop construction and financing plans regarding future city capital, maintenance and repair improvement projects. Prepare Water Fund, Wastewater Fund, and certain General Fund budgets under the direction of the Public Works Director. Authorizes expenditures in accordance with accepted city purchasing policies. Assist the Public Works Director in applying for, obtaining, and administering grants and loans associated with the Utilities Division and Public Works Department. Prepare and ensure implementation of public improvement standards. Responsible for the development and maintenance of the city's utility, capital construction, and as-built record systems. These records are maintained in both digital and hard copy format.Review and approve applications and plans related to encroachment permits and right-of-way improvements. Assign work priorities to subordinates; assign and/or approve procedures and work methods. Supervise personnel related to the Utilities Division, evaluates employee work performance, train department supervisors in proper performance evaluation procedures and counsel employees as required. Deal with the public and respond to requests and/or complaints on matters regarding city water systems, wastewater systems, and capital improvement projects. SUPERVISORY RESPONSIBILITIES: Exercises management through subordinates over skilled, semi-skilled, and unskilled personnel. SUPERVISION RECEIVED: Works under general guidance and direction of the Public Works Director. Qualification Requirements QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Bachelor's Degree in Civil Engineering, with a Professional Engineer (P.E.) certification preferred, and a minimum of five years increasingly responsible public sector, utility operations, and/or civil engineering experience with considerable management and supervisory responsibilities. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of algebra, geometry, and calculus. REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Supplemental Information OTHER REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of equipment, construction, maintenance methods and materials. Knowledge of the operation of heavy construction equipment and safety practices. Ability to plan and coordinate work programs on a citywide basis. Ability to develop and review engineering plans and specifications. Ability to administer contract documents for public works projects. CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Wyoming Driver's License of the required status; ability to be insured under the City's municipal automobile insurance coverage; must be at least 18 years of age. State of Wyoming P.E, certification preferred.
