Construction Support Manager

Status: Exempt Reports to: Assistant General Manager Location: Corporate Office Location Construction Support Department 420 S. Doolittle Road Edinburg, TX 78542 Description of Duties Responsible for the technical, administrative, and advanced professional work involved with the planning, development, inspection, construction and installation of new installations and other types of construction work for the system. Responsible for the planning, direction, supervision and inspection of work assigned to employees in the Construction Support Department to ensure compliance with established policies, procedures, regulations, plans and specifications. Responsible for directing and coordinating the activities of the employees involved in any new development construction and with the inspection of projects within the system. Will review and approve report compiled by the employees Coordinates and plans new installations within the system in accordance with the Model Subdivision rules and with North Alamo WSC’s established policies and procedures. Reviews and approves the engineering plans and documents for various developments to ensure compliance with North Alamo WSC’s specifications and all regulatory standards. Works with the Assistant General Manager to create an annual budget for the department. Supervises and/or conducts onsite inspections as needed in the system. Participates in job specific training, and other various required corporate training programs; Complies with federal and state regulations and all established corporate policies and procedures. Other duties as may be assigned. Job Requirements A self-starting individual who possesses a high school diploma or GED and Bachelor’s Degree from an accredited institution in the field of Engineering, Construction Management, or a related field and 8 years of relevant work experience with a public utility. Relative work experience may be substituted for degree requirement. Must have at least 5 years of supervisory experience. Must possess a current Texas Driver License and must be insurable by the Corporation’s insurance underwriter. Must have a Type I Waste Water Collection Operator License, Class C Water Distribution License, Customer Service Inspector license, and a Backflow Prevention Assembly Tester license through the Texas Commission on Environmental Quality (TCEQ). Must also be current with TCEQ required coursework required for the position. Must have good communications skills, in order to effectively present information to employees and management of the Corporation. Must be fluent in English (written and verbal). Must have strong familiarity and working knowledge of blueprints and all rules and regulations pertaining to water supply corporation construction and installations. Must possess good judgment as well as exercise discretion in the performance of daily duties. Must possess the ability to understand and interpret engineering and technical data related to assigned responsibilities, and be able to comprehend and prepare clear, concise reports of a technical nature. Must be able to work a flexible work schedule between 7:30 a.m. and 5:00 p.m. during the workweek with occasional weekends or late hours as needed. Must have the ability to frequently lift and/or move items up to 25 pounds. Vision abilities required for this position include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The noise level associated with this position is generally loud.
