DEFINITION Under general direction, supervises and performs skilled work in the construction, maintenance and repair of overhead and underground electric distribution and transmission lines, and does related work as required. DISTINGUISHING CHARACTERISTICS The class of Electric Foreman/Forewoman is distinguished from the next lower class of Electric Lineman/Linewoman in that it is a lead position and is directly responsible for the action and performance of the entire crew. The Electric Foreman/Forewoman is expected to possess thorough technical and working knowledge of construction and maintenance procedures utilized on electric distribution and transmission systems including components, devices and functions as well as rules, regulations and safety practices. This position is subject to emergency call back for after-hours work. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Electric Utility Superintendent or designee. Exercises direct supervision over Electric Lineman/Linewoman and others, as assigned. Examples of Duties Duties may include, but are not limited to, the following: Monitors, directs, and participates in all the duties of Electric Lineman/Linewoman; Plans the work of the crew, conducts tailboard briefings, makes arrangements for material, maintains all records such as material and time, arranges for clearances, and verifies switching programs; Promotes safety practices and maintains good housekeeping, e.g. general cleanliness of worksites, vehicles and equipment and assures that proper tools are available and in working order; Trains and instructs Electric Linemen/Linewomen in new methods and procedures and assures that City and Department policies are implemented; Performs other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community. Typical Qualifications Knowledge of: Methods, materials and equipment used in the construction and maintenance of overhead and underground electric distribution and transmission systems; Principles of electrical theory as applied to power systems; transformer and other equipment connections for various applications; Applicable electrical codes such as State electrical safety orders (e.g. G.O. 95 & 128); Fundamental safety regulations, first aid and methods of applying resuscitation; necessary precautions in working with high voltage lines; City rules, regulations, construction specifications and operating practices. Ability To Climb poles and use aerial buckets in confined areas among energized overhead lines and equipment at a considerable distance above ground; Work with energized underground 15-kv materials and methods; work proficiently with hot line tools, (i.e. sticks) under energized conditions on both 15-kv overhead and underground systems; Supervise the work of others; Keep time and material records; Read and interpret plans and written instructions; Meet the public and establish cooperative working relationships. Education And Experience Any combination equivalent to education and experience that would likely provide the required knowledge and abilities would be qualifying. A typical combination is: Education Equivalent to completion of high school. Experience Possession of journey level Electric Lineman/Linewoman status granted through the I.B.E.W., or equivalent, and a minimum of two (2) years of relevant experience in this status. Licenses And Certificates Possession of a valid Commercial Class A Driver’s License issued from the California Department of Motor Vehicles with the appropriate endorsements, as mandated by the State of California Commercial Vehicle Code, within twelve months of appointment. Successful completion of a certified rubber glove training program is required at the time of application submission. Working Conditions Environmental Conditions- Works outdoors in varied weather conditions including cold, hot, rain and high winds. The work environment will occasionally include high noise levels and/or exposure to hazardous substances (i.e., solvents, PCB's chemicals, etc.) that could, if precautions are not followed, pose a health risk. Approved respiratory and safety equipment shall be worn when hazardous substances are being handled. Work near energized power lines and equipment. Physical Conditions- Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, bending, stooping, and walking for prolonged periods of time. Carrying up to 40lbs and 70lbs occasionally. Climbing will include but not limited to, climbing up and down poles and ladders, and climbing into and down from vehicles. Work in locations inaccessible to mobile equipment and in confined spaces such as underground vaults. Emergencies, critical system conditions, or outage limitations may require that work be done at night and/or under time restraints. Use various office equipment and handheld devices. Employment Benefits SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step. HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated). HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility. LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary. RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program. FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account. IMPORTANT NOTE: This bulletin does not constitute an expressed or implied contract. The City agrees to provide a vision care plan, equivalent to the VSP Plan B, with a $25.00 deductible for the employee and dependents; the entire premium to be paid by City. Deferred Compensation A deferred compensation plan is available at the employee's option. The City agrees to match up to an employee's 3% contribution to the Deferred Compensation Program. Education Allowance Tuition Reimbursement up to $3000 per fiscal year as per City policy. Life Insurance A life insurance program providing for two times annual salary to a maximum of $250,000. Said benefits will reduce with age according to the reduction schedule of the life insurance carrier. Coverage for dependents will also be provided according to the schedule available from the carrier. This insurance is only applicable to active employees. Long Term Disability After a 120 day waiting period, coverage is 66 2/3% of salary, employer covers 100% of premium. Retirement New employees into the CalPERS retirement system are enrolled in the 2%@62, three-year average retirement formula. Employees hired after January 1, 2013 with less than a six-month break in CalPERS (or reciprocal agencies) are enrolled in the 2%@55, three-year retirement formula. At present, employees will contribute towards the employee portion of their CalPERS retirement costs. Electrical Maintenance Technician

Position Summary: Under minimal supervision engages in maintenance, troubleshooting, industrial electrical systems. Supports plant productivity and capacity by identifying/prioritizing projects that drive continuous improvement.
