Electrician JOB DESCRIPTION: The incumbent, under the supervision of the SCADA and Water Pump Station Maintenance Supervisor and direction of the Chief Electrician, is responsible for the installation, maintenance and repair of electrical equipment and systems used in the control and operation of water and wastewater equipment. The position is ensures the Utility Department’s water and wastewater treatment and conveyance systems remain operational in compliance with requirements of regulatory agencies, compliance with requirements of the Consent Decree, and in coordination with the Utility Department comprehensive strategic management plan. ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned. Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. 1. Install, operate, test, maintain, troubleshoot and repair all electrical equipment and switchgear used in the water and wastewater stationary equipment departments. 2. Provide preventive maintenance of equipment, motors, controls and wiring. 3. Maintain working knowledge of the National Electrical Code (NEC) and current industry standards. 4. Document and maintain records of work performed including the completion of work orders, daily logs, electrical schematics, and parts lists; observe, evaluate, assist, and document work performed by outside service repair centers; evaluate service requests and provide feedback as appropriate; and ensure operational requirements are met at all times. 5. Maintain electric systems for buildings and grounds. 6. Maintain signal lighting on water pressure tanks and reservoirs. 7. Work with contractors and vendors to assure functionality. 8. Develop and install new electrical control panels. 9. Perform related work as required or assigned. 10. Required to maintain residence within 40 minutes driving time to City Maintenance Center to limit response time for calls to service. 11. Participates in classes and/or attend conferences that are deemed necessary by the SCADA and Water Pump Station Maintenance Supervisor and/or Easement, Building & Station Maintenance Program Manager. 12. Follows City, Utility Department, and Easement, Building & Station Maintenance Program safety practices and guidelines at all times, including wearing proper personal protective/safety equipment. 13. Regular attendance and timeliness is required. SUPERVISORY RESPONSIBILITIES: None. EDUCATION and/or EXPERIENCE: • High School diploma of GED required. • Journeymen Electrician License required for all positions. • Must hold a valid driver’s license. • Supplemented reading and writing skills as might be acquired through an Associate’s Degree or college level course work preferred. • Demonstrate ability to perform basic duties as described in Essential Duties & Responsibilities. • Obtain Arkansas Department of Health Grade III Water Distribution License within two (2) years from the date of employment. • Obtain an Arkansas Department of Environmental Quality Class I Wastewater License within two (2) years from the date of employment. Preferred Certifications/Experience include but are not limited to: three (3) years’ experience as Industrial Electrician; an Aerial Lift/Man Lift License; an Arkansas Department of Health Grade IV Water Distribution License; an Arkansas Department of Health Grade I to Grade IV Water Treatment License; an Arkansas Department of Environmental Quality Class II to Class IV Wastewater License; ability to perform root cause analysis on repetitive and catastrophic system failures; and demonstrate ability to install and program variable frequency drives. OTHER SKILLS and ABILITIES: LANGUAGE SKILLS: Ability to read and interpret complex documents such as federal regulations, policy and procedure manuals. Ability to write complex reports and correspondence. Excellent communication and interpersonal skills are also required. Ability to effectively communicate with industry representatives, employees, federal or state regulators. Ability to verbally communicate and provide excellent customer service. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, percent, area, circumference, volume, and interpret graphs. Ability to apply concepts of basic algebra and geometry. Ability to use math to compute needed statistics for compliance determination. REASONING ABILITY: Ability to understand in written, oral, or diagram form complex variables and analyze them and explain results to others. The incumbent should possess knowledge of the use of tools and equipment in the department. OFFICE PROCEDURE ABILITY: The employee should also have knowledge of modern office practices, procedures, and equipment. Knowledge in the use of computers using Windows based word-processing, spreadsheet, and database application software. JOB DUTIES: • Locates, troubleshoots, and repairs electrical systems and equipment to a component level by using a variety of tools, and measuring and testing instruments. • Work involves the following – installation, repair, and maintenance of a variety of electrical equipment such as transformers, switchboards, controllers, power distribution units, circuit breakers, motors, VFD, heating units, conduit systems, and other electrical equipment and components. • Tests and replaces lead-acid batteries for uninterrupted power systems (UPS) and other equipment.
