ELECTRICAL MAINTENANCE WORKER 2 Transfer

This employee, in departments other than Traffic Engineering, performs and inspects progressively more responsible electrical maintenance duties and may direct work of others in electrical layout and installation, maintenance, repair, replacement, adjustment, inspecting, cleaning, testing, and troubleshooting of electric and electro-mechanical systems and component parts. Employee troubleshoots on electrical, hydraulic or pneumatic controls and low voltage control wiring on any type of equipment or tools; works on buildings, grounds, machinery, sound and alarm systems, in the field, or at the shop; may be assigned to work in confined areas or at unusual heights such as scaffolding, aerial ladders, bucket trucks, poles, or other building structures or water towers; works on equipment that operates on voltages less than 5000 volts (medium voltage), single phase and three phase wiring which may include machinery, distribution systems, switchgear, transformers, sub-stations, control circuits, etc., and their components. Employee must be capable of working independently and be familiar with safety conditions for all electrical work. Performs related duties as required. (Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.) Knowledge of: Rewiring of light fixtures, switches, receptacles, circuit breakers, and other common building systems. Hardware and fittings of the electrical trade (various gauges and types of wire, conduit, couplings, fittings, relays, boxes, circuit breakers, etc.) Safety precautions (including all lock-out/tag-out procedures) necessary when working with electricity and around machinery with exposed moving parts. Basic electrical theory-circuits and conductors. Electrical terminology, codes, and symbols to read schematics and blueprints. Typical hand tools used in electrical work (cable connectors, crimping tool, pliers, wire cutters). Typical electrical test instruments (ammeter, voltmeter, meggar, multimeter). Electrical formulas and computations involving adding, subtracting, multiplying and dividing fractions and decimals. How various circuits, equipment, and controls operate, fit, and work together. Proper operation of all electric motors (single phase and three phase) from fractional horsepower to large size industrial type. Arc flash personnel protection equipment, clothing (PPE), and remote racking (up to 5KV). Troubleshooting and servicing a wide range of electrical devices including: -- Low voltage systems (monitors, alarms, security and safety systems, lighting, communications, fiber optic, LAN, computer networking devices, etc.) -- Medium voltage systems (controllers, switches, panels, circuit breakers, control power transformers, HVAC equipment, MCC, protective relays, transfer equipment, UPS and power conditioning equipment, emergency generators, medium voltage switchgear and substation equipment, lightning arresters, insulators, interrupters, voltage regulators, isolation transformers, power factor capacitors, etc.) Skill to: Use general electrical power tools, small hand tools (screwdriver, pliers, hammer, wrenches, brace and bit, saws, and tree trimmer). Make splices in wire. Pull cable through conduit including use of fiber optic cable and network cable. Ability to terminate and test these connections. Make wiring connections for switches and receptacles. Drive bucket trucks, aerial trucks, and similar equipment. Use laptops, computers, and other electronic media. Ability to: Read simple diagrams. Work at depths, in confined places, and at great heights from ladders, bucket trucks, scaffolds both outdoors and indoors. Interpret and apply construction plans, blueprint, and wiring diagrams. Troubleshoot in order to locate various circuit defects. Independently construct and analyze simple wiring circuits for light and power. Interpret electrical diagrams, symbols, and terminology. Each applicant must have two years of experience as an Electrical Maintenance Worker 1 (General) with the City of Cincinnati. Individuals with two consecutive years of satisfactory job performance may be promoted to Electrical Maintenance Worker 2 without further examination. OTHER REQUIREMENTS Must have a valid Driver's License. A valid Commercial Driver's License may be required for certain assignments. Vision suitable for reading test instrument gauges accurately. Ability to work in confined spaces. Ability to climb ladders, scaffolding, etc., and work at great heights. Strength to safely pull cable through conduit, lift and carry toolboxes, electric panels, and other heavy equipment. Color vision sufficient to distinguish between basic colors and shades of colors to analyze color-coded wiring systems. Sufficient finger dexterity to handle small fittings and do precise work inside boxes and equipment. When assigned, must be willing to work on irregular and/or rotating, split, or night shifts and to respond to emergency calls when necessary. Must be willing and able to drive assigned vehicles when necessary and to operate mechanical equipment when necessary. MILITARY EDUCATION & EXPERIENCE EVALUATION Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Examples of Work Performed (Illustrative only. Any one position within this classification may not include all of the duties listed nor do the listed examples include all of the tasks which may be performed.) Installs and modifies conduit and conductors to supply electricity to electrically operated equipment. Installs new aerial lines or replaces damaged aerial lines by working from platform lift trucks, bucket trucks, scaffolding, etc. Installs data boards and data lines to data jacks and computers using fiber optic cable. Maintains work records using paper forms, checklists, notepads, or various computer programs such as computerized maintenance management or work order software or other devices such as e-mail, CAD, electronic tablets, or laptops. Performs or directs the maintenance and repair of electric motors by testing, inspecting and servicing, using hand tools and electrical test equipment such as voltmeters, ammeters, and meggars. Maintains complex electrical motor starters, variable frequency drives, and control systems. Maintains switchgear and transformers by inspecting, cleaning, and servicing, using hand tools, electrical test equipment and cleaning equipment. Maintains batteries and other DC equipment by inspecting, testing, cleaning, recharging, and replacing. Maintains shop and work areas in a safe, orderly, and healthful condition. Repairs or maintains electrical pumps and motors. Repairs all HID, fluorescent, and incandescent light fixtures, installed indoors or outdoors. Services Ultraviolet system lighting and equipment used in water and wastewater plants. Repairs or replaces broken and defective wiring and cable rated up to 5KV including the use of splice and termination kits. Installs, repairs, and tests fiber optic cable, communication wiring, alarm and special data system wiring. Maintains, installs, tests, and repairs communications and data system equipment including phone, fiber, radio, wireless, LAN, and other related systems. Drives bucket trucks, aerial ladders, and similar equipment to work sites. Transfer Requirements The position may be filled based on Civil Service Rule 11, Section 1, which states: An employee in the classified service who has served the required probationary period in his current classification may be transferred from a position in one department to a position in the same class and same pay (based on top salary steps) for which they are qualified, in another department, with the consent of the employee to be transferred and the director of the department to which the employee is to be transferred, with the approval of the Civil Service Commission. An additional probationary period is not given in such interdepartmental transfers. To be eligible for a transfer, you must meet the qualifications of the position, and the top salary step of your position must equal the top salary step of the position into which you wish to transfer. Per the AFSCME contract related to Lateral Transfers, "to fill any opening in the bargaining unit, agencies shall first consider filling such openings using existing City employees within the appropriate classification before requesting an eligible list. All such openings will be posted city-wide as lateral transfer opportunities. At a minimum, the three (3) qualified applicants with highest classification seniority will be interviewed. All employees that interview for the position will be notified by letter of the final outcome. Lateral Transfer shall be defined as same classification transferring into a different department." Twelve Month Rule: Employees who laterally transfer and/or demote to a bargaining unit classification under this Article will not voluntarily transfer or demote from their new position for at least a twelve (12) month period, including their probationary period, starting from their first day in the new position.
