The Office of Building Inspection and Enforcement is focused on customer service, safety, and providing the best possible advice and inspection services to homeowners, contractors, and developers. We administer the permits for residential and non-residential construction within the community. Permits are administered according to state and local building codes. Our goal is to ensure the safety of the public by requiring building construction projects adhere to these codes. The department is also instrumental in creating an environment in which high quality construction and development can occur in New Haven’s neighborhoods. PRIMARY FUNCTIONS This is skilled and supervisory work in enforcing compliance with plumbing and heating codes and related ordinances governing building construction, alteration and repair. Work involves the inspection of buildings and the examination of building plans for compliance with plumbing, heating, and related regulations and requirements. Work includes inspecting plumbing, heating, and related regulations and requirements. Work is performed under the general supervision of the Building Inspector with considerable latitude for technical discretion and judgment. Work is reviewed through conferences and reports. TYPICAL DUTIES AND RESPONSIBILITIES Supervises or participates in the inspection of buildings in the process of construction, alteration, or repair for compliance with the plumbing and heating code requirements and conformance to plans. Reviews, checks and approves drawings, specifications and other materials submitted in connection with the construction, repair and remodeling of plumbing in buildings. Inspects plumbing and heating to insure conformance with plumbing and heating laws and ordinances. Notifies owners, contractors or construction supervisors of violation either orally or in writing and performs follow-up inspection to insure that corrective action has been taken. Conducts joint inspections, with representatives of various public agencies concerned with welfare and health, motels, restaurants, hospitals and rest homes, etc., to insure conformance to minimum standards. Investigates complaints and reports of suspected code violations. Makes a written record of all inspections together with notes on any action taken. Performs related work as required. EDUCATION, QUALIFICATIONS & EXPERIENCE Graduation from high school, supplemented by vocational or technical training in plumbing 5 to 10 years’ experience in plumbing code enforcement KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES Extensive knowledge of modern plumbing and heating construction practices, methods, materials and equipment. Extensive knowledge of plumbing and heating codes and related laws and ordinances. Considerable knowledge of the principles and practices of modern building inspection programs. Ability to read and interpret plans and specifications to determine conformity with plumbing regulations and to establish skilled techniques for the field inspection of structures. Ability to detect plumbing and heating and other faults and to appraise quality of construction and physical deterioration. Ability to enforce regulations with firmness, tact and impartiality Ability to supervise subordinate inspectors. Ability to establish and maintain effective working relationships with building owners, contractors, and the public. NECESSARY SPECIAL REQUIREMENTS State of Connecticut certification as a Mechanical Inspector Must possess valid State of Connecticut, P-2 and S-2 licenses are required prior to appointment. SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT This is a General Fund, 'Tested' position. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees. Bargaining agreements available to review HERE. General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay. The City of New Haven does not sponsor employment visas.
