Job Summary Under general supervision, this position serves as an integral member of the team responsible for providing leadership support to the Director of Public Works by planning and recommending organizational policies and performance strategies; providing a variety of specialized complex administrative and management analysis to support decision-making and strategic direction. Essential Duties & Responsibilities • Provides high-level administrative support and assistance to the Director of Public Works and/or other assigned leadership staff. • Performs clerical and administrative tasks including drafting letters, memos, invoices, reports, and other documents for director. • Arranges travel and accommodations for director. • Schedules and attends meetings on behalf of director, taking notes and recording minutes. • Receives incoming communication or memos on behalf of director, reviews content, determines importance, and summarizes and/or distributes contents to appropriate staff. • Performs office tasks including maintaining records, ordering supplies, and performing basic bookkeeping. • Promotes innovation, critical thinking, and creativity in developing approaches and solutions to City needs. • Empowers all levels of staff to be proactive and participatory. • Promotes, encourages, and leads collaboratively in seeking new ways to share resources, ideas, and best practices to optimize service delivery organization wide. • Conducts research and special projects and assures implementation of programs developed and initiated by the Director of Public Works. • May direct the development of programs to address citizen needs to include citizen involvement. • Coordinates with department heads or other appropriate parties to respond to citizen inquiries. • Conducts complex and sensitive administrative, operational, and management analyses, studies, and research projects including those involving City-wide issues, programs, policies, and procedures. • Selects, adapts, and applies appropriate research and statistical techniques; gathers and analyzes data and information from various sources on a variety of specialized topics. • Performs additional duties as assigned. ESSENTIAL DUTIES AND RESPONSIBILITIES • Assumes a high level of responsibility for the care and custody of assigned offenders through knowledge of and adherence to laws, rules, and regulations, and standard operating procedures of the Pecos Municipal Criminal Justice Center. • Searches for contraband and provides security; counts, feeds, and supervises offenders in housing, work, and other areas as directed. • Provides custody and security of offenders including observing actions of offenders, squatting and bending to conduct "pat" and "strip" searches of offenders, restraining and securing offenders, and transferring and transporting offenders by walking or riding various vehicles such as vans, buses, and other forms of transportation. • Supervises and provides security of offenders performing technical skills such as maintenance, laundry, food service, and in varied operations which involve climbing stairs and ladders and climbing around the inside or outside or building; works outdoors and indoors without air conditioning; works around equipment and machinery; and is subjected to all types of weather. • Responds to emergencies, including climbing stairs and ladders while searching for escaped offenders, hearing calls for help, giving first aid at the emergency site, carrying in injured or unconscious offender or employee various distances to safety up or down stairs and ladders; Uses force and deadly force, including the use of chemical agents and firearms, to control offenders. • Reads, reviews, and properly applies information found in offender records which is related to the offenders' affiliation, health and safety and to the security of the facility; complies with policies, procedures, rules, and regulation; and prepares and maintains records, forms, and reports. • Ability to walk, stand, sit, kneel, push, stoop, crawl, twist, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs and ladders, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry 45lbs and over, perceive depth, operate a motor vehicle, operate motor equipment, use firearms. See More Details >>GENERAL PURPOSE In a team environment or while working independently, perform a variety of semi-skilled and skilled technical and maintenance work in the operation, maintenance, and repair of water distribution and sewer collection facilities and systems. SUPERVISION RECEIVED Reports to a Utilities Crew leader, or greater, and is under the general supervision of the Utilities Superintendent. SUPERVISION EXERCISED None. ESSENTIAL DUTIES AND RESPONSIBILITIES Regular attendance with the ability to work in an occupied environment, including areas with vehicle traffic. May operate heavy machinery and utilize a truck and a trailer at a job site to load and transport equipment to/from worksite and complete required task. As a member of crew, install, and repair main water and sewer lines. This includes excavating to grade, laying and aligning pipe and using special tapping equipment to install valves, lateral water lines, lateral sewer lines, blowoffs, hydrants, meters and service taps, cleanouts, manholes, and service lines and taps. As necessary, block off work area and re-route traffic with consideration for public safety and convenience. Accomplish hookups and test installations according to established procedures. Install, overhaul, and repair fire hydrants. This includes: shutting off main line or hydrant foot valve; disassembling and cleaning hydrant subsections; replacing gaskets, seals, and seats and reassembling and testing hydrant for proper operation. Inspect new water lines at construction sites, take samples and chlorination readings. Perform routine inspection, cleaning, and preventive maintenance on assigned equipment. Refer defects or needed repairs to supervisor. Perform work in accordance with all federal, state and local laws, rules and regulations and within mandated and appropriate safety standards. PERIPHERAL DUTIES Complete all duties assigned by supervisor, keep job site and work area clean, and must keep tools clean that are used in performing work. Perform other duties as assigned.
