Senior Construction Representative

OVERALL OBJECTIVE: Provide quality assurance inspections and technical expertise necessary to execute project tasks and achieve other project objectives. JOB COMPLEXITY/SCOPE: Responsible for surveillance of construction projects and delivering findings to the client representative. Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation, and construction methods to client personnel. SUPERVISION: Directs and supervises field staff. Establishes objectives and reviews performance of activities. FLSA STATUS: Exempt JOB DUTIES: • Become familiar with contract plans and specifications relative to all phases of construction and deliver recommendations of any necessary changes to client personnel. • Provides surveillance at construction sites, assists COR to resolve apparent differences, and delivers opinion to government personnel, surveys quality assurance programs related to projects, discusses changed conditions, and delivers advice to client personnel. • Deliver assistance to the client relative to investigating the need for and preparing data for change orders. • Develop detailed inspection requirements and control methods in coordination with Government personnel. • Deliver draft change orders and modifications for signature by the client representative. • Provides daily field oversight for Civil, Architectural, Structural, Mechanical and Electrical construction activities (including demolition and repair work) documented in a daily report. • Perform and participate in contractor’s three-phase inspection process of its quality control program to assure compliance with the design parameters and contract specifications, with appropriate documentation of inspections. • Prepare weekly status reports with appropriate level of detailed back-up and present the reports at regularly scheduled review meetings. • Review, monitor and provide tracking reports to ensure timely corrective action to address construction and design deficiencies, as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency. • Assist the Project Engineer in monthly review of contractor as-builts and provide documentation of deficiencies. • Review pencil copies of contractor’s monthly payment applications for accuracy and input to the Project Engineer and / or client representative. • Provide other support and execute other tasks as required by Project Engineer. QUALIFICATIONS AND REQUIREMENTS: • Associate of Science degree or greater in Engineering, Architecture or Construction Management or related field, or equivalent combination of experience, education and training. • Ten or more years of experience providing similar services for K-12 education projects preferred. • Previous experience using U.S. Army Corps of Engineers Resident Management System (RMS) platform preferred. • Certification in U.S. Army Corps of Engineers Construction Quality Management for Contractors (CQM-C) preferred. • Certification as a Construction Management Association of America (CMAA) Certified Construction Manager (CCM) preferred. • Ability to use a computer, the internet and Microsoft Office applications (Outlook, Word, Excel and PowerPoint). • Ability to drive a car and have a valid driver’s license required. • Ability to receive U.S. Department of Defense security clearance, including passing a criminal background check.
