CONSTRUCTION MANAGER

You will serve as a CONSTRUCTION MANAGER in the Remote Construction Division of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic. • *Above salary does not include locality. Locality adjustment will be determined by duty station location once a selection has been made.** This position is a 100% TDY position to Camp Lemonnier, Djibouti, Africa. This is a full-time temporary assignment not to exceed 1 year. May be filled as a temporary promotion or a temporary reassignment. Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring and maintaining progress, and ensuring safe, high quality and timely completion of construction contracts within the approved project budget; 2) Enforcing contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management; 3) Implementing the government Quality Assurance (QA) Program; 4) Determining the need for and propose contract modifications and substitution of materials; and 5) Preparing cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule. ADDITIONAL INFORMATION: Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided. Construction Inspector

Overview Please note that this position is contingent upon the successful award of a contract currently under bid. Dedicated to serving those who defend the US and warfighters, Nisga’a MOSTT offers Military Operations support and Specialized Tactical Training (MOSTT). Nisga’a MOSTT’s services include aviation and military training, cybersecurity, intelligence gathering and analysis, and simulation and exercise support, as well as aviation flight logistics support and unmanned aerial vehicle support. Summary: The Construction Inspector will provide support for the Naval Construction Training Center located in Gulfport, MS. Instructor personnel are designated by the command for the Construction Inspector Schools. Responsibilities Essential Job Functions: • Provide knowledge and skill factors to review and analyze project construction drawings and specifications and prepare a Construction Inspection Plan including a checklist of inspection points during critical phases of construction and installation. • Verify that all materials and/or equipment ordered meet specifications and verify their conformance to those specifications upon receipt. • Inspect all phases of construction and installation, including civil, architectural and structural, electrical and mechanical, for compliance with drawings, specification and acceptable safe operating, installation and construction practices. • Coordinate and observe specified tests on materials, electrical and mechanical systems (including operational tests on installed equipment) and ensures the contractor performs quality control tests on such items as sub base materials, aggregates and cementations for binding and on related mixes before, during and after installation. • Upon receipt of all test results, the inspector analyzes the results for compliance with given specifications, prepares logs, records and reports on all inspections and tests. • Perform other duties as needed. Qualifications Necessary Skills and Knowledge: • In-depth knowledge of construction principles, techniques, and safety standards. • Strong verbal and written communication skills. Minimum Qualifications: • Minimum 5 years of construction inspector experience. • Shall have a broad knowledge and experience in construction administration including detail duties and responsibilities of construction inspector throughout the various types of Navy inspection organizations, such as ROICC, public works, naval construction forces. Items dealt with include: Contract management, planning for contract compliance and safety, turnover and acceptance of work, damages, claims, labor standards and standards of conduct. • Ability to pass a background check.
