About the position The Offshore Wind Energy Policy Specialist will be responsible for leading an assessment of Oregon's federally approved enforceable policies applicable to offshore wind energy development. This role involves a comprehensive evaluation of both ocean management policies and those related to the onshore components of offshore projects. The assessment will require extensive consultation with the Oregon Coastal Management Program (OCMP) networked agencies and local governments to ensure a thorough understanding of existing policies and their implications for offshore wind energy initiatives. The completed assessment will serve as a foundation for identifying priority gaps in the current policy framework and determining appropriate mechanisms for addressing these gaps. This may involve rulemaking, amendments to local comprehensive plans, or the introduction of new statutes. In addition to the assessment, the incumbent will provide ongoing support to state agencies and local governments throughout the policy implementation process. This includes interpreting and applying the policies, regulations, and standards of the Oregon Coastal Management Program to various activities, policies, and programs that affect Oregon's Coastal Zone. The position also entails processing day-to-day Coastal Management Act (CZMA) determinations, ensuring compliance with federal consistency authority, and facilitating effective communication among stakeholders involved in offshore wind energy development. The role is critical in shaping Oregon's approach to offshore wind energy, ensuring that development aligns with state policies and environmental standards while promoting sustainable energy practices. The successful candidate will work collaboratively with a diverse team of professionals dedicated to advancing the agency's mission and priorities, contributing to a more sustainable future for Oregon's coastal resources. Requirements • A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography, or a related field. , • Three years of progressively responsible planning experience related to the job; or a master's degree in a related field may substitute for one year of experience. , • Six years of planning experience related to the job; or an equivalent combination of relevant education, training, and experience. , • Knowledge of the requirements of the federal Coastal Zone Management Act and familiarity with the Code of Federal Regulations. , • Understanding of roles and responsibilities of local, state, and federal agencies and tribal governments in natural resources management in the coastal environment. , • Ability to read carefully, learn about, and think critically in unfamiliar subject areas. , • Skill in organization, preparation, and presentation of program information. , • Effective communication skills, both written and verbal, including proofreading abilities. , • Ability to establish and maintain cooperative working relationships with diverse stakeholders. Summary: The Sourcing & Supply Chain Manager is responsible for planning, executing, and finalizing supply chain projects according to strict deadlines and within budget. The Supply Chain Manager collaborates with Spare Parts and O&M project teams, HSQE, legal, insurance, and other groups to procure services, materials, and equipment to support spare part sales and successful O&M projects for wind, solar and battery storage. Requirements: + Leads localization of spare parts sourcing within the United States to reduce risk, cost, and lead times. + Identifies reconditioning and refurbishment capabilities within United States. + Develops Supply Chains to support new and existing technologies. + Utilizes sales and spare parts data to identify, qualify, and onboard new suppliers. + Assesses supplier commercial positions, quantify pricing, lead time, and tariff exposure. Creates and owns database and matrix. + Partners with the Spare Parts Business Manager to mitigate risks from material supply through to spare parts sales. + Creates and approves purchase orders in line with company policies. + Supports O&M and Asset Management teams with management of spare parts, fleet, tools, PPE and inventories. + Drives supplier relationship management and performance monitoring. + Works with the global team to maintain and update pricing database. + Identifies opportunities to leverage data to optimize sourcing, supplier mix, and cost management. + Supports inventory management processes to balance availability and working capital. + Works with global team to manage imports, ETA and external suppliers to track deliveries and expediting. + Supports development and implementation of local supply chain policies. + Attends work regularly and punctually, as scheduled or expected. + Complies with Employee Handbook, Code of Conduct and Company Policies & Procedures. + Coordinates cross-functional teams to optimize supply chain operations, improve efficiency, reduce costs, and ensure timely delivery of products or services. Anticipated base salary range: $90,000 - 125,000 The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.
