Job Description: Establishment and Management of Competency Assessment Program • Develop and facilitate the implementation of a competency assessment program that measures the proficiency of each FOM personnel directly involved in the operations and maintenance of the facility generation assets in areas such as plant operations, maintenance, safety procedures, and emergency response. • Work closely with facility leaders to identify the specific competencies that are required for each role and develop appropriate assessment tools and procedures to include monitoring through a dashboard the progress of each team member and providing coaching and training as needed to help them improve their competencies. • Maintaining accurate records of the competency assessments and ensuring that they are up-to-date and compliant with regulatory requirements to include analyzing the data from the assessments to identify trends, gaps, and opportunities for improvement. • Fostering a culture of continuous learning and improvement within the team that includes developing training programs, providing mentoring and coaching, and promoting collaboration and knowledge sharing among team members. Establishment and Management of an Electronic Safe Work Permitting System • Identify and evaluate the need for an Electronic Safe Work Permitting system for brownfield or greenfield projects to include understanding the current processes and identifying areas where a new system could improve safety, compliance, and efficiency. • Define the scope and identify the key stakeholders, the requirements for the system, and the desired outcomes. • Build a business case for the new system, which outlines the benefits, costs, and risks associated with the project. This includes identifying the potential ROI and justifying the investment to senior management. • Lead the project team responsible for the implementation of the electronic safe work permitting system. This includes identifying the project team, assigning roles and responsibilities, and setting expectations for project deliverables. • Lead the implementation of the system, which involves configuring the system, integrating it with existing infrastructure, and training users on how to use it. • Monitor and evaluate the effectiveness of the electronic safe work permitting system. This involves tracking key metrics, soliciting feedback from users, and making any necessary adjustments or improvements to the system to ensure that it continues to meet the project objectives. • Monitors compliance of the electronic safe work permitting system to applicable laws, regulations, and standards. This involves working with regulatory agencies, conducting audits, and developing policies and procedures to ensure compliance. • Leads the continuous improvement and updating of the Electronic Safe Work Permitting System to remain compliant and at par with industry best practices. Establishment and Process Governance of Safety Rules Implementation • Facilitate developing and implementation of safety rules and procedures for the Facility Operations and Maintenance, including safety protocols for hazardous materials, equipment use, and emergency response. • Coordinates the compliance of FOM with all relevant safety related regulations and laws, and that employees are trained to work safely and minimize risk to themselves and others. • Facilitate the Safety Rules Committee Meetings, establish agendas and timelines, and ensure that all committee members are aware of their responsibilities and obligations. • Collaborate with various verticals within the organization to gather input and feedback on proposed safety policies and regulations, and work with legal and regulatory bodies to ensure compliance. • Maintain detailed records of all meetings, recommendations, and actions taken by the committee including reporting progress and updates to the senior leadership team, as well as tracking and analyzing data related to safety incidents, trends, and risk factor s as necessary. • Coordinates any modifications or exceptions to the Safety Rules, Codes of Practices, Competency Requirements to ensure they undergo a rigorous review and approval by the Safety Rules Committee Compliance Monitoring and Auditing of the Process Safety Management System In collaboration with the Asset Management, • Develops and implements a comprehensive compliance monitoring and auditing program for the PSM system, including procedures, checklists, and metrics to measure performance and effectiveness. • Conducts regular audits and inspections of the PSM system to identify areas of noncompliance, weaknesses, and opportunities for improvement. • Collaborates with cross-functional teams to develop and implement corrective and preventive action plans to address findings and recommendations from audits and inspections. • Provides regular reports to senior management on the status of the PSM system, compliance monitoring, and auditing activities, and makes recommendations for improvements as needed • Fosters a culture of safety, compliance, and continuous improvement by promoting the importance of process safety, encouraging employee involvement, and recognizing achievements and successes . Establishment and Management of Integrated Management System Coordinates with the Business Processes and Management System Department in developing the Strategic and Overall program for the Integrated Management System for FOM to include: • Facilitate developing and implementation of the IMS for both existing Facilities and newly commissioned geothermal, wind solar or Battery Energy Storage Systems (BESS) facilities. • Leads compliance with relevant legal and regulatory requirements, as well as industry standards and best practices. • Monitor and evaluate the performance of the IMS and identify areas for improvement. • Leads the IMS documentation system and ensures that all documentation is up to date and accessible. • Conducts internal audits and coordinates external audits of the IMS. • Provides training and support to employees on the IMS and relevant procedures. • Facilitates the establishment and maintenance of a culture of quality and continuous improvement. • Collaborates with other departments to ensure that quality is integrated into all aspects of the organization's operations. • Develop and implement corrective actions for non-conformance issues. • Provides reports on the performance of the IMS to the FOM Leadership Team. • Leads sustainability of IMS practices and procedures through regular reviews, updates, and improvements. Establishment and Maintenance of Management of Change (MOC) system • Drafts and recommends clear policies and procedures for requesting, reviewing, and approving changes. This may involve identifying the types of changes that require MOC approval, defining the roles and responsibilities of different stakeholders, and setting clear performance metrics for the MOC process. • Leads the implementation of an electronic version of the MOC system to streamline the process and ensure that all necessary information is captured and tracked to include selecting and implementing MOC software, training employees on its use, and establishing protocols for data entry and reporting. • Monitors the MOC process to ensure that changes are properly evaluated for their impact on safety, quality, productivity, and other key metrics. This involves working with cross-functional teams, technical authorities (TAs)and SMEs to assess the potential risks and benefits of proposed changes, and coordinating with stakeholders to ensure that all necessary approvals are obtained. • Reviews and updates the MOC system to reflect changing organizational needs and industry standards. This may involve monitoring key performance indicators, conducting regular audits, and making adjustments to the MOC process as needed to ensure its ongoing effectiveness Assessments, Standardization and Continuous Improvement • Leads continuous awareness and consistent application of quality management standards by staff members and stakeholders; • Leads regular review of procedures and/or systems to identify required improvements to promote quality and efficiency. • Evaluates results and assesses the effectiveness of processes and systems with a view to identifying lessons learned and/or best practices; • Leads assessment of the impact of quality management and process improvement on strategic plans and assess their feasibility or derived benefits • Leads continuous quality improvement efforts through advocacy and dissemination of advanced quality tools, techniques, technology, practices, policy, procedures and training. • Leads the development of Audit/ Assessment programs with industry partners and other Groups to improve systems and work processes and transfer applicable knowledge, technology and best practices.
