Ensures that district steam plant and chiller plant are operated within all federal, state, and local regulations for the efficient production and distribution of high-pressure steam, chilled water, and related infrastructure. Essential Functions This includes, but is not limited to, the following: • Supervises and evaluates professional staff of approximately 7 employees including steam plant supervisor/operators and the campus Building Automation professional. The Director will lead the effort to implement a power monitoring and building automation team. • Plans and manages utility repairs of underground steam, chilled water, electric. • The position will track utility production, campus utility spending with monthly usage data, and compare this data to historical trends. The Director uses this data to identify and implement solutions for utility and building performance issues. • The Director is the subject matter expert for utilities, infrastructure, and mechanical systems and serves as the University's main point of contact for utility providers. Determines utility systems repair or replacement needs; develops long-range plans for system upgrades, replacements, utility optimization and campus growth. • Develops a utility master plan in support of the campus master plan. Identifies and implements creative and typically complex solutions for energy savings, initiates capital project requests and leads through design, construction, and commissioning. • Manages the university's Title V Air Emissions Operating Permit to maintain all regulatory recordkeeping and submissions. • Serves as project manager on efforts related to utility plants and infrastructure and coordinates and sometimes directly supervises utility outages and the performance of emergency and routine maintenance of campus utilities and facilities. • Develops standards for design and operational performance, energy conservation, and standardization of MEP devices and systems to ensure utility assets realize expected life cycles. Minimum Qualifications Requires a bachelor's degree from an accredited institution in mechanical engineering, electrical engineering, or a related field. At least seven (7) years of related professional experience including at least five (5) years of supervisory experience. Professional experience with energy and utility management, energy procurement, distribution, Building Automation Systems, and electrical power monitoring systems. Experience leading others and experience managing a large annual operating budget. Strong personnel management techniques with the ability to manage a diverse work force. Preferred Qualifications A master's or other advanced degree in engineering or a field significantly related to utility operations. Registration as a Professional Engineer (P.E.) or Certification as an Energy Manager (C.E.M.). Understanding of power distribution systems and components including 13.2 KV,480/277, 208/120-volt three phase and single-phase power. Knowledge and experience leading the operation and renewal of steam plants and chiller plants, and infrastructure for high pressure steam and chilled water. The successful candidate will be a subject matter expert in thermal energy production on a district energy plant scale. Highly developed communication skills.
