Electrician - Plant Services - Full Time

Position Summary: Install, inspect, adjust, repair and rebuild lighting fixtures, electrical equipment (motors, controllers, switchgear) and systems within the hospital complex and/or any offsite property serviced by RPH Maintenance which fall within departmental capabilities. Responsible for the daily function and operation, ensuring safe and efficient operation of all mechanical/electrical systems of the Combined Heat and Power (CHP) system including but not limited to; High Pressure Steam Boiler, Reciprocating Engine, Waste Heat Recovery System, Chemical Treatment Systems, Emergency Generators and Automatic Transfer Switches (ATS). Education, License & Cert: High school diploma or equivalent required. A valid driver's license is required for travel to various facilities. During orientation period, employee may be required to participate in a "Powered industrial truck operators" course (#78199 published by NIOSH) and is able to interpret and exercise all information and rules set forth in the regulations. This must be renewed by incumbent annually. Experience: A combination of two or more years of experience and up to two years of post high school vocational training in specialty area totaling at least four years. Essential Functions: 1. Monitors alarms on the CHP system and equipment. Performs maintenance and repairs on the CHP system as needed to ensure maximum reliability of services to all areas of the hospital. 2. Works with the Boiler Operator, Plant Operation/CHP Specialist and 3rd party Energy Provider to optimize CHP performance and the timing of scheduled PMs. 3. Participates in certification exercises, shop meetings and other activities required to gain information and instructions that will keep the Power Plant operating effectively and efficiently. 4. Conducts preventive maintenance program under the direction of the Plant Operations Supervisor, makes periodic checks and adjustments to all electrical equipment to ensure proper operation and acts to resolve problems via meetings and other appropriate channels. 5. Works with and assists, as necessary, outside contractors and engineers that are working within the hospital complex and/or any offsite property serviced by RPH Maintenance and attends mandatory inservices as required. 6. Reads and interprets blue prints, technical manuals and schematics and instructs trainees, when necessary, in various facets of his trade. 7. Maintains a current knowledge of: All electrical circuits, switchgear, emergency power generators and automatic transfer switches 120 volt, single phase and 3 phase circuits, 208, 220, 240 and 480 volts. 8. Maintains a current knowledge of the safety regulations pertaining to his trade and the hospital complex and adheres to the regulations while ensuring that work performed meets all electrical and safety codes and practices as well as policies and procedures of the hospital/maintenance department. 9. Maintains inventory of necessary equipment essential for performing work assignments and demonstrates cost effectiveness by: proper use and care of equipment; appropriate and prudent use of supplies; accurately recording labor and supply charges and appropriately utilizing available resources. 10. Recognizes maintenance problems outside his specialty area, contacts appropriate maintenance personnel to correct problem and acts to resolve problems via meetings and other appropriate channels. 11. Maintain current knowledge of the fire alarm systems with the ability to troubleshoot, install and maintain proper system operation. Other Duties: 1. Responds to emergencies in the facility, makes emergency repairs as needed and is part of weekend/holiday rotation to provide 24/7 coverage of the Power Plant and Hospital. 2. Assists in removing snow from facilities grounds and maintains grounds as required. 3. DISTINGUISHING FEATURES OF THE CLASS: The electrician/signal electrician performs work; installing, maintaining and repairing a variety of electrical equipment related to the street lights, traffic signals and electrical components of systems located in City owned buildings and facilities. The work is performed in coordination with the Commissioner of Public Works and the City Engineer. The electrician/signal electrician works independently or with small work groups to complete projects. Incumbents of this position plan projects and make out their own work time schedules. Supervision may be the responsibility of the incumbent depending upon specific assignments and projects. Does all related work as required. TYPICAL WORK ACTIVITIES: Installs, maintains, repairs and replaces electric fixtures and cabinets related to traffic signals and street lights. Repairs and adjusts circuit breakers, controls and regulators by replacing working parts and repairing burned out contacts; Orders parts and keeps a record of time and materials used in electrical installations and repairs; May assist the stationery engineer, master electrician, and carpenters in major department work projects; May supervise or lead a group of employees in various work projects and assignments; Operates motor equipment in transporting equipment, tools and parts. Performs data entry using Cartography software to document work and maintain information related to traffic signals, street lights, and other electric components worked on; Plans maintenance and Capital Projects for the Street Lighting and Traffic Signal Systems. Full Performance Knowledge, Skills, Abilities & Personal CHARACTERISTICS: Good knowledge of the practices, tools, terminology and safety precautions of the trade; ability to follow oral and written instructions; ability to operate and care for power equipment; willingness and ability to plan and supervise projects; Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet, and database (CarteGraph) at an acceptable rate of accuracy and speed; physical condition commensurate with the demands of the position. Minimum Qualifications • Graduation from high school or possession of a high school equivalency diploma and completion of a five year apprenticeship or equivalent Trade School and five years field experience as a Journeyman, Lineman or Electrician along with a minimum of two years in a supervisory role: OR • Graduation from a regionally accredited or New York State registered college or university with an Associates Degree in Electrical Technology and five years in the field as a Journeyman, Lineman or Electrician along with two years of supervision; OR • An equivalent combination of training and experience as defined by the limits of (a) and (b) above. SPECIAL REQUIREMENTS: JOURNEYMAN Electrician license in the City of Binghamton or the ability to obtain one within the probationary period. Possession of a NYS DMV issued Class D Motor Vehicle Operators License at time of appointment. Must maintain the license during the entire length of appointment. Must maintain training thru on the job training and on line (internet) within one (1) year of date of hire to perform and be proficient in traffic signal repairs. Job Description: Budget Title: Instructional Support Technician (SL-3) Salary: $58,000 - $68,000 The electrical specialist will serve as a key technical resource with the Facilities Management Department, supporting the design, troubleshooting, maintenance and preventive care of electrical and electronic systems throughout the campus. The position plays a critical role in supporting and maintaining Direct Digital Controls (DDC) systems, Variable Speed Drives (VSD), motor control centers, electrical motors, and related HVAC control infrastructure. Responsibilities of the successful candidate will include, but not be limited to: • Perform work assigned by the Energy Manager. • Work closely with HVAC staff to identify solutions to issues associated with electrical or electronic components of common HVAC systems such as but not limited to: air handling units, heating, cooling and hydronic systems. • Support the University's Instrument and Control Specialist to maintain proper functionality of, and diagnosing power and control problems with approximately 1000 variable speed drives on campus that are powered at either 480V or 208V AC. • Working with capital project coordinators and Facilities Design Team on new construction and major building renovation projects to ensure that all electrical HVAC related submittals conform to the campus standards. • Participate in project start-up training to understand the proper functionality of various electrical devices such as but not limited to, VSDs controlled by the Building Automation System (BAS) or Energy Management System (EMS). The successful candidate will be a proactive professional with effective communication and interpersonal skills; who possess the ability to maintain collaborative relationships and adapt to change while handling multiple tasks simultaneously. Onsite, daily site presence is expected. Due to the nature of the work, this position may require a non-standard work schedule with the ability to respond to off-hour emergencies.
